General information

Due to the numerous functions and various requirements which alpine river basins should fulfil, an urgent need exists for a holistic river basin management that should link protective water management, land use planning and ecology with one another.
Essential functions and use of river basins are flood protection und flood retention, extensive agriculture and forestry, recreational use, groundwater protection and nature conservation. Modern river basin management therefore means conciliating these requirements at the best possible way.
River basin management as it is understood within the project group of the RBA, deals with coordination of procedures regarding flood protection and land use planning in Alpine valley floors.
Within the River Basin Agenda the holistic river basin management is based on three pillars:

ANALYSIS
PLANNING and
COMMUNICATION


The river basin management plays particularly a crucial role in the spatial development of endangered, intensively used valley sites. In the frame of the planning process it is important to integrate as many participants as possible, e.g. municipalities, departments, interested and concerned people, etc.

Example “Technical Instruments”
Planning: surface water development planning, hazard zone planning etc. regarding the type of contents
Analysis / calculations: prognosis / predictability, N / A models, hydrologic resp. hydraulic approaches
Retentions areas: controlled / uncontrolled polder, emergency releases, second line of defence etc.

Organisational development and structures
Coordination with / of land use planning
Communication: dialogue regarding areas and risk; how are coordination processes initialised / kept alive? Who is taking the lead in these processes?
Process oriented implementation: surface water development planning, hazard zone planning etc. regarding communication / implementation of contents

Previous experiences showed that successful river basin management needs both basic principles. If one is missing projects often are hampered or even not possible.

The “River Basin Agenda Alpine Space” was initiated under the leadership of the Lead Partner Bavaria and will be converted implemented in 11 selected river basins. The won experiences will be discussed and deepened in three transnational conferences. As a result, contributions towards an alpine river basin management under the defaults of the European Union guidelines should be elaborated in form of a "Best Practice Guide".

The project duration is May 2003 until February 2006.
